No. You dont have to pay to be able to access cricut design space. It is a free software that you can download as an app on almost any platform. You can even use Cricut Design Space on multiple devices at the same time.  That being said, there are ready to make projects available on design space that you can use for free as well as paid. But this completely depends upon you. If you find a project that you really really love and you really wish to make it, you can just pay for it.  Though Design Space is a free software, it does have premium features that are accessible to paid users.
